More honestly I'm surprised they arnt using the newer nRF52833 with BLE5.1 Direction Finding and mesh systems. The RadBeacon app from Radius Networks requires a Macintosh computer running OS X 10.9 or higher and equipped with Bluetooth 4.0 capabilities. If you read the comments the devices are made by RadBeacon so its probably also that firm's specific partnership with Nordic Semi to use the chips at better costs/ company support.
